Shippensburg man charged with home improvement fraud

SHIPPENSBURG- A man contracted for a roof replacement who had, by his admission, no way to actually conduct the repairs is facing charges of home improvement fraud from Pennsylvania State Police. Christopher Clinton Skaggs is incarcerated on $100,000 bail after being charged with felony receiving advanced payment for services and failure to perform as well as felony theft by deception. He remains incarcerated in Franklin County Jail.
On January 6th, Pennsylvania State Police met with an alleged victim at their Chambersburg barracks who would tell them that she was the victim of a home improvement fraud. Troopers say the victim entered into a contract with Christopher Skaggs and a family member of his who is not charged on June 29th of 2025 for a total roof replacement. After agreeing to the work, PSP say Skaggs would tell the victim that he would do the work for $14,000, including a $8,000 deposit up front. That invoice was drafted to the victim, with them quickly issuing a check that would be cashed shortly after.
The work on the roof replacement would originally be agreed to start in July of 2025. Skaggs would then allegedly push the date out several times and eventually land on November 10th. After that date had passed and no work was completed, the victim would attempt to contact Skaggs and his family member with no success.
Troopers, however, would have better luck at contacting Skaggs and his family, with them talking both over the phone and later in person at their home in Shippensburg. Troopers say that during the interviews at Skaggs’ home, he would admit to perform the job for the victim and that he had received advanced payment. When asked why the work wasn’t done nor materials purchased, Troopers say that Skaggs told them, “until I do the job, I don’t have to buy the materials.” After Skaggs allegedly admitted that he had not been in contact with the victim for months nor returned the money, he’d be arrested for theft.

While speaking to Skaggs, PSP say that his family member told them that “we’ve gone through a lot of problems.” That family member would also say that they were “aware that the work had not been completed and that they no longer had the $8,000.” Concluding, PSP say the family member said that neither them nor “Christopher Skaggs currently have a vehicle or any form of transportation.”
Christopher Skaggs remains incarcerated on $100,000 bail.
