Police accuse man of Lebanon, York PA area home improvement schemes

A Philadelphia man was charged for his alleged role in home improvement fraud schemes in multiple states and counties, including Lebanon, Dauphin and York.
On Nov. 18, 2025, The Lebanon County Regional Police Department received a fraud report from a victim in the 800 block of Mechanic Street in North Lebanon Township. The victim said that he contacted Elite Concrete Solutions based in Philadelphia.
“He sole with a Scott David Miller who came to his residence on May 30, 2025 and provided him with a signed contract to build a garage,” police said in court documents. “(The victim) subsequently provided Scott Miller with a down payment in the form of a check for $10,000.”
Miller cashed the check on June 9, according to police. The victim had been in contact with Miller from May 30, 2025 until early November and alleged he had made no attempt to perform work or return the victim’s money.
As of early November, Miller had allegedly stopped responding to the victim’s communication attempts. Police said they attempted to contact Miller and Elite Concrete Solutions through the numbers provided to the victim but were unable to get a hold of anyone.
Police charged Miller with home improvement fraud, deceptive business practices and theft by deception.
“(Police) learned through investigation that Miller has multiple warrants throughout Central Pennsylvania and New Jersey for home improvement fraud cases,” Police said in a report.
Miller was already wanted on charges for home improvement fraud and theft by deception in a incident in Lykens Borough. According to Pennsylvania State Police, on Sept. 25, a victim in the 200 block of Market Street entered into a business agreement with Miller, who allegedly went by the name of Dave White. The total for the work was more than $16,900 in cash.
In August, the victim told Miller they wanted to cancel the contract, according to court documents. Miller allegedly told the homeowner multiple times that they would receive checks but police stated the victim never did.
In August 2025, victims contacted the Northern York County Regional Police Department about contacting Elite Concrete Solutions to do work to their residences, including pouring a concrete slab and building an outbuilding on their property. The victims allegedly made a $15,700 down payment to Miller, and signed a contract for the work to be completed.
Police allege the victims attempted on several occasions to contact Miller, asking him to get the work done that was agreed upon or return their money. According to court documents, all attempts were unsuccessful.
Northern York County Regional Police officers contacted Miller in September and said that he “became agitated on the phone.” According to police reports, Miller stated he has three customers in PA and that “they are all backing out of the work that they wanted done.”
Miller told police he hired a lawyer who tried to contact the victims but was unable to get in touch with them. According to court documents, Miller stated he would have a certified check ready for the victims by the end of the week. Police said he had until the beginning of October to reimburse the victims or officials would be filing charges.
Miller hired a civil attorney who contacted police multiple times, according to court documents. The attorney, on behalf of Miller, attempted to send checks with smaller amounts to the victim. Police said these checks were declined, and the victims said they wanted Miller to pay the full amount or they would purse charges.
In October, the victims confirmed they had not received full payment and asked Northern Regional police to pursue charges.
On Nov. 5, 2025, a resident in the 400 block of Heyer Mill Road in Bushkill Township reported an alleged fraudulent incident involving Miller. The victim entered into a contract on Sept. 27, 2025 to construct a pole building on their property for $26,000.
“A deposit of $13,000 was paid to Miller,” Bushkill Township Police Department said in a release. “However, over the next two months, Miller ceased communication, failed to begin construction, and did not provide a refund.”
Miller is allegedly a suspect in other state police investigations in Pennsylvania, New Jersey and Maryland for deceptive business practices, home improvement fraud and receiving stole property, according to police. According to court documents, the investigations in Pennsylvania could include more than 25 victims.
As of Dec. 29, Miller was being held in the Chester County Prison on $50,000 bail. Miller has a preliminary hearing scheduled for his Lebanon County charges before Magisterial District Judge Kim Wolfe at 8 a.m. Jan. 8, 2026.
